Texas Best Practices Recognition Status

In June of 2018, the Horizon City Police Department achieved Texas Law Enforcement Best Practices Recognition status. We are now one of the 146 Texas law enforcement agencies out 2,400 who are recognized utilizing the best practices program. This program took almost two-years to complete and resulted in a total review and re-write of our policies and procedures.    

Chief of Police

Chief Michael McConnell

Chief McConnell began his employment with the Horizon City Police Department on October 26, 2009. Relocating from the State of Iowa, the Chief has served in law enforcement for 39 years, 31 years at the rank of Police Chief. In 2008, the Chief earned a Ph.D. in Business Administration with an emphasis in Criminal Justice Administration from Northcentral University in Prescott, Arizona. In addition to serving as Police Chief, he also serves as a graduate-level Adjunct Professor in Criminal Justice.


The Horizon City Police Department consists of 27 sworn full-time officers, 1 Administrative Assistant, 1 Crime Scene Technician,  and 17 Telecommunicators. Horizon City has grown from a population of 5,000 in the year 2000 to nearly 20,000 in the most recent estimated census.
